Why change these provision

This amendment will assist the road constructionindustry by allowing heavier special-type vehicles to bedriven on a Class 1 licence in low speed situations. Adriver of these vehicles would still need to be trained intheir safe Rosetta Stone V3 operation and under OSH legislation, employershave an obligation to ensure their drivers are adequatelytrained.These changes enable employees in the roadconstruction industry to drive heavier construction vehicleson lower classes of driver licence. A driver will still betrained in the safe operation of these vehicles as they musthold the appropriate F, R, T or W endorsement.Special-type vehicles that run on wheels are treatedslightly differently, as they often travel at low speedseven though they are capable of higher speeds. To managethe risk posed by allowing holders of a lower licence classto drive heavywheels vehicles, a speed restriction of 30km/h will be imposed. If this speed is exceeded, a higherclass of licence will be required. Other changes-Allow P, V, I, O and D endorsements to be renewed up to 60days before the expiry date, while retaining the anniversaryof the original expiry date- Require applicants of a Por V endorsement to pass the Class 1 standard full licencetest, rather than the Class 6 full licence test- Requireapplicants for an O endorsement to pass the Class 1 standardfull licence test within the 5 years immediately beforeapplication- Require applicants of an I endorsement topass the Class 1 full licence test within the 5 yearsimmediately before application- Exempt drivers of alarge passenger service vehicle from holding a P endorsementfor the purposes of servicing or testing the vehicle,instructing or testing the driver, or receivinginstruction- Exempt private chauffeurs from holding a Pendorsement- Exempt security officers, employed by orunder contract to the Department of Corrections, fromholding a P endorsement when escorting lawfully detainedpersons to and from court or prison or police station-Amend the reference made to prisoners [in Clause 26(2)(f) ofthe Rule] to lawfully detained persons- Allow Class 1Medical Certificates for Aviation licences to be used asmedical certificates when applying for any of Classes 2 to 5licence- Amend the restricted licence test component ofthe certification test for testing officers.Changesaffecting overseas driversWhat are the key changes foroverseas Rosetta Stone Latin America Spanish drivers visiting New Zealand?Require an overseasdriver licence or permit to be current (as well as valid)for the purpose of driving in New Zealand.This clarifiesthe driver licensing rule - visitors and new residents musthave a driver licence that is current (ie not expired) aswell as being valid (ie acceptable to the licensingauthority in the country of issue).
